JOB DESCRIPTION
This position has the ability to report out of Columbus, OH
(Hybrid) or remotely out of AMP's footprint
Position Title: Transmission Planning Advisor
Reports To: Vice President Transmission Regulatory Affairs
FLSA Status: Exempt
Basic Functions:
1. Mitigate AMP Members' transmission costs and represent AMP's
Members' interests by participating in Regional Transmission
Organization (RTO) and Transmission Owner (TO) transmission
stakeholder and planning processes, primarily within PJM and
MISO.
2. Analyze proposed transmission plans, assess and recommend
alternative solutions.
3. Ensure AMP's Members' are treated equitably by their local
transmission service providers.
Essential Functions:
1. Actively participate in RTO Regional and Local Transmission
Planning Processes. Conduct necessary studies to review and
evaluate RTO and TO regional and local transmission plans. Develop
alternatives as appropriate. Develop and maintain strong working
knowledge of regional and local transmission systems.
2. Actively participate in RTO stakeholder processes to advocate
and make planning and process rule changes to ensure compliance
with FERC Orders 890,1000, and 1920. Assess emerging RTO
transmission planning issues and, in consultation with AMP subject
matter experts, determine if proposed solutions would be favorable,
unfavorable or neutral to AMP. Keep staff and AMP Members apprised
of RTO issues.
3. Meet at least annually with each relevant Transmission Owner to
review their transmission work plans, assess the impact of those
plans on the AMP membership, and share any AMP Member needs for new
facilities.
4. Build and maintain excellent relationships with RTO staff,
stakeholder representatives, individual TO representatives and AMP
Members.
5. Ensure AMP's Members' are treated equitably by their local
transmission service providers
6. Facilitate interconnection process of new delivery points for
AMP's Members and generator/load interconnection requests.
7. Perform other duties as assigned.
Knowledge, Skills, & Qualifications:
1. A four-year accredited degree in electrical engineering
required. Professional Engineer certification preferred.
2. Preferred to have a minimum of 5 years of experience in the RTO
regional and local transmission planning processes.
3. Preferred to have prior experience with power system analysis
software such as PSSE, PowerGEM, ProMod, MUST, etc.
4. Must have knowledge of RTO transmission planning models,
processes, system operations, load forecasting, system reliability
requirements.
5. Preferred knowledge of NERC, RTO and individual transmission
owner planning criteria and guidelines, as well as FERC Form
715.
6. Must demonstrate a high degree of expertise in the use of
software tools that produce items such as spreadsheets, written
reports, database reports and graphical presentations (e.g., Excel,
Word, Access and PowerPoint).
7. Must possess excellent communication, presentation, diplomacy,
active listening, and facilitation skills to effectively work in
small or large group forums ranging from technical to non-technical
audiences at all levels of the corporate hierarchy.
8. Must be willing to travel.
