designs, develops, and manufactures complex systems (electronic,
avionics, transceivers, transmitters, electro-optical, and
electro-mechanical) for the defense, aerospace, and commercial

Job Description:

Responsible for leading the Project Engineering team or department
including planning, research & development, and execution of all
tasking on projects, pursuits, and programs. Engineering team or
department may encompass one or more of the following engineering
disciplines: electrical, software, mechanical, systems, etc. May
manage the design and execution (i.e. scope, schedule, budget and
staffing) of projects as well as the development and improvement of
engineering processes. Responsible for functional requirements of
staffing (manpower/resource planning), recruiting, training, talent
development, engagement, and retention of employees. Proactively
collaborates with functional and business leadership teams to
support business and program requirements and demands.
Essential Functions:
- Manages, recruits, and develops a strong group of approximately
10 project engineers
- Defines, maintains, improves and manages the project
engineering processes
- Provides labor and resource planning
- Supports bid and proposal activities including cost and
schedule estimation
- Identifies and manages engineering risks of design and
development projects
- Supports team in managing development projects via oversight
and review
- Coordinate with the Project Engineering Segment Discipline Lead
on policies and procedures
- Actively participates in strategic and business aspects of
Engineering Department
- Understands strengths & weaknesses of existing project
engineering resources and allocate appropriately to balance program
and business needs
- Provides technical mentorship and leadership coaching to
project engineers, to assure their success in meeting program
objectives
- Aids program managers, project engineers, and the technical
organization to ensure progress toward technical objectives within
budgetary and schedule guidelines
- Provides top-level support for proposal generation,
estimates-to-complete, high-level customer interface,
organizational development, strategic planning, product and
technology roadmaps
- Plans and ensures sufficient labor resource capacity and
capability are available to meet the business forecast (short and
long term) for project engineering resources
- Establishes a culture of Project Engineering
excellence
- Defines and develops the project engineering process in order
to improve performance, quality, manufacturability, cost and
reliability
- Reinforces a strong culture of creative and collaborative
problem-solving to overcome constraints
- Establishes performance expectations, methods, and tools for
project engineering
- Works in collaboration with Systems Engineering to define,
establish, and practice effective tools of technical control (e.g.,
Engineering Review Board, configuration control, enterprise
architecture, requirements flow-down, and verification &
test)
- Ensures thorough understanding of the project engineering role
within the organization
- Drive continuous improvement in engineering quality and
delivery through use of metrics
- Recruits, develops, assesses and retains Project Engineering
staff
- Establish performance expectations, methods, and tools for
project engineering
- Support training and career development for project
engineers
Qualifications:
- Bachelor's Degree and minimum 9 years of prior relevant
experience. Graduate Degree and a minimum of 7 years of prior
related experience. In lieu of a degree, minimum of 13 years of
prior related experience.
- 3+ years of experience in a prior leadership capacity (i.e.
Supervisor/Manager, Engineering Manager, Program Manager, Director
etc.).
- Minimum 9 years of program experience working in Project
Engineering or Technical Project Management role
Preferred Additional Skills:
- Experience with process improvement e.g. CMMI and
Six-Sigma
- Experience building strong relationships and effectively
partnering with internal resources; customer focused
- Proficient in technical project management and technical
estimating
- Proficient in risk identification, risk analysis and
contingency planning
- Working knowledge within a relevant technical field (e.g.,
analog design, digital design, mechanical engineering, embedded
firmware, software engineering)
- Must be able to obtain a DoD Secret clearance; Active Secret is
preferred.
- Proficient in leading root cause analysis, troubleshooting
complex technical situations, and leading continuous improvement
efforts
- Proficient in people management, evaluations and team
building
- Demonstrated understanding of interaction between engineering
design, program management, manufacturing & supply chain processes,
Mission Assurance & Quality
- Working knowledge of manufacturing, assembly, and test
processes
- Familiarity with Lean, Six Sigma, CMMI or other continuous
improvement frameworks. High expectations for sustained excellence
for self and team members.
- Military customer experience is desired
- PMP certification is desired
- Previous experience as a control account manager (CAM) in an
EVMS environment is desired
- Previous experience with sensors or leading a development team
for development of an electronic unit is desired
